Uzbekistan is introducing two new incentive programs aimed at attracting foreign film productions and promoting the country as an international filming destination.
The first initiative introduces a film rebate system, offering partial reimbursement of production costs to foreign companies shooting in Uzbekistan. The level of compensation will depend on the volume of confirmed local spending, ranging from 10% to 25%, with a maximum rebate capped per project.
Eligible expenses include costs directly related to filming in the country, such as location rentals, equipment, local services, transportation, and accommodation. The government has allocated funding for the program starting in 2026, with plans to include annual financing in the state budget going forward.
In parallel, Uzbekistan is launching a “country placement” program designed to promote its tourism potential through international film and television content. Foreign producers will be eligible for additional payments if their projects feature elements that present the country positively, including historical landmarks, natural landscapes, and cultural heritage.
Notably, such scenes do not necessarily have to be filmed in Uzbekistan. The program allows the use of studio sets, archival footage, and visual effects, provided the country is portrayed as an attractive destination.
Authorities are positioning the film industry not only as an economic sector but also as a tool for international branding and tourism promotion.
To support incoming productions, a digital platform titled “Film in Uzbekistan” is expected to launch by November 2026. It will provide comprehensive information on filming locations, infrastructure, service providers, equipment, and regulatory procedures.
In addition, the government plans to introduce a unified registry of filming locations with standardized access rules and pricing, aimed at reducing administrative barriers and simplifying production planning for international companies.
Applications for state support will be processed online, with authorities reviewing submissions and issuing payments within a defined timeframe following approval.
Film rebate mechanisms are widely used globally as countries compete to attract major productions by offering financial incentives. Beyond direct investment, such projects contribute to local economies through increased demand for services and help boost international visibility once content is released worldwide.
